A JK master-slave flip-flop is composed internally of a master RS latch and slave RS latch. The contents of the master latch is transferred to the slave when the clock goes low. Therefore the outputs can only change shortly after the clock goes low. The master latch state at the moment the clock goes low is determined by the final Q output and what happened to J and K when the clock was high. In the above circuit identify the master and slave latches.
