In my opinion, there must be a minimum education requirement for the meter readers but it should not be selected as a college degree. In fact, more weight should be given to previous work-related skill, experience or knowledge which will prove quite useful for the meter readers. If we look at the standards of O.Net, the minimum educational qualification is high school degree for a meter reader.

I think the efforts made by Sa to upgrade the manpower in the organization is a good idea. But the manner in which it is being done is not correct. In fact, job enrichment plans can be implemented by him so that more exposure can be given to the manpower. It is seen that greater employee satisfaction is achieved when greater job-related responsibilities are given to the man power.

3.What legal ramifications, if any, should Sam have considered?

As per the Civil Rights Act, for the post of meter reader job, the requirement for the standards of a college degree must be shown by the firm. But as the case expressed that the tasks are simple to perform and it does not require any significant decision making and no mathematical calculations, thus having the requirement of a college degree is not appropriate. This can be seen as the potential law suit for discrimination.
