Medicare came up with Part D, which is US government’s program to reduce the cost of prescription drugs and insurance premium for all the Medicare beneficiaries.
It was due to political and pragmatic obstacles that Medicare’s negotiating on prescription drugs did not work. Although the plan was great it lacked the benefit, and it was not until 2003 that Part D was added. Studies showed that beneficiaries did not benefit much from the part D as they did not understand the program. Their drug consumption increased thereby not reducing the expense. And it made many patients skipping the doses and not opting for basic necessary healthcare. It also had been reported that there had been no improvement in hospitalization or emergency department use, thereby discouraging part D benefits among the Medicare beneficiaries. Even though later there was a progress in the program but I wasn’t enough.
Hence the failure in the program and lack of Medicare’s ability to control the drug cost could be accounted to politics.
